Reporting 2017-18 ING Grant Benefits Used via GAP Access

As has been the case in recent years, the fiscal year 2018 (FY18) state budget does not provide for compensating institutions for waiving the tuition and fees of Guardsmen. Although the Illinois Student Assistance Commission (ISAC) will not be able to reimburse institutions for 2017-18 Illinois National Guard (ING) Grant Program awards, reporting of enrollment hours must still take place so that benefit usage (i.e., eligibility units) can be accurately assessed to students' accounts.

Colleges provide ISAC with the data needed to assess ING Grant eligibility units, which is a required activity, via the ISAC Gift Assistance Programs (GAP) Access portal. ING Grant benefit usage data is submitted in the same manner as Monetary Award Program (MAP) claims.

2017-18 ING Grant benefit usage functionality is now available via GAP Access, allowing colleges to report enrollment hours and benefit dollar amounts for initial, supplemental (adjustments), in-district and out-of-district requests for the fall term.

Reporting Benefits Used – Fall Term Data Due in December

New data for students eligible for benefits will be available whenever there is a new or updated eligible record for the college. While new data could potentially be available on a daily basis, the college may not have students that appear in the system each day. It is recommended that the college check GAP Access at least once a week for new student data that may have been posted for the 2017-18 academic year.

Once the fall term deadline for submitting 2017-18 ING Grant benefit usage data has been determined (anticipated to be in December), it will be announced via the usual means of communication (the FAA Message Board, the ING Grant Program News area, and this e-Messaging service).

Reminders

  • When submitting 2017-18 ING Grant benefit usage records, amounts should match the 2017-18 budget data reported by the college via the GAP Access system.
  • A cumulative list of benefit usage records is available for the entire fiscal year, which minimizes the need to print and retain hard copies.
  • The ING Grant system at GAP Access is available each day from 7 a.m. until 10 p.m. (CT).

Security Levels for Accessing Data

The security for a staff person to request, edit or update ING Grant benefit usage data must be set to ING "Update" by the GAP Access administrator at each college. The GAP Access administrator should set user access to ING "View" for staff who will not be involved in submitting benefit usage records, but need to view ING Grant eligibility and benefits used information.
