Welcome to the November 2017 ISAC Update for financial aid administrators and business officers. This version of the electronic ISAC Update is a compilation of e-Messages sent through ISAC's e-Messaging service throughout November.

The articles in this Update have been organized according to the FAA subscription groups to which the messages were distributed.

2018-19 MAP Start-up Formula Approved (Summary of November 15 Commission Meeting)
Sent to Financial Aid Directors, Financial Aid Administrators, MAP Users, and Business Officers on November 16, 2017.

The following highlights some of the agenda items included at the November 15, 2017 meeting of the Illinois Student Assistance Commission (ISAC), and any action taken. Details regarding several of the topics discussed at the meeting are provided in the November 15 Agenda Book, which can be accessed from the ISAC's Governing Board: The Commission section of the About ISAC area at isac.org.

FY2019 (2018-19 Academic Year) MAP Start-up Formula Approved – Agenda Item 6

An unexpected lack of a quorum at the September meeting of the Illinois Student Assistance Commission prevented the 2018-19 Monetary Award Program (MAP) start-up formula from being presented for a vote. In order to provide colleges with the data they need to assist students, the proposed start-up formula (which was the same as the 2017-18 recompute formula) was implemented in October with the understanding that it would be presented to the Commission for approval at the November 15, 2017 meeting.

Following the FY2018 recompute formula, staff recommended and the Commission approved using FY2010 tuition and fees and including a 2 percent reduction factor for 2018-19 academic year MAP grants (making the effective maximum award $4,869.00). The approved start-up formula is outlined in Table Four of Agenda Item 6, and may also be found in the MAP section within the ISAC Gift Assistance Programs area of ISAC's website (isac.org).

Continue to monitor our established methods of communication (i.e., MAP Program News, the FAA Message Board and this e-Messaging service) for operational updates throughout the year.

Enhanced Security for ISAC's File Transfer Website
Sent to Financial Aid Directors, Financial Aid Administrators, Public Schools - Participating in the ING Grant and IVG Programs, and MAP Users on November 14, 2017.

It’s time! As previously stated in multiple e-Messages and trainings, the Illinois Student Assistance Commission (ISAC) is implementing the final step in strengthening password security for the secure File Transfer Protocol (FTP) website, transfer.isac.org.

Beginning Friday December 1, 2017, ISAC will no longer allow access to the File Transfer website using school-level FTP IDs (e.g., map_999) and passwords. Only users with valid ISAC Gift Assistance Programs (GAP) Access user IDs and passwords will be able to access the secure FTP site to exchange data for the Monetary Award Program (MAP), the Illinois Veteran Grant (IVG) Program and ISAC Program Reviews (Audits). Individuals will need to have a valid GAP Access user ID and password in order to access transfer.isac.org to either submit payment claims or program review (audit) data.

What Do I Need to Do?

If your school has FTP credentials:

  • If you already have a valid GAP Access ID and password, your current ID and password will give you access to transfer.isac.org when the new security process is implemented. In order to use the system, you will need to have your GAP Access Administrator assign you FTP privileges. To do so, follow the instructions in the FTP Process Using GAP Access Credentials Guide.
  • If you do not have a valid GAP Access ID and password but need access to the FTP site, you will need to obtain them. To do so, follow the instructions in the GAP Access User Guides to receive your credentials.
  • If the person that does the FTP data exchange does not work in the financial aid office and does not have a GAP Access ID and password, please make sure they get a copy of this e-Message and take the necessary steps to get credentials as soon as possible.

If your school does not have FTP credentials but would like to participate via FTP:

  • Call School Services at the number below to get your school set up.

Commission Meeting to be Held Wednesday, November 15 – No Executive Briefing
Sent to Financial Aid Directors, Financial Aid Administrators, MAP Users, and Business Officers on November 9, 2017.

The next regular meeting of the Illinois Student Assistance Commission (ISAC) will be held at 1 p.m. on Wednesday, November 15 at the Michael A. Bilandic Building in Chicago.

Some of the items on the tentative agenda for the meeting are:

The Agenda Book, providing the complete listing of agenda items, is available via the 2017 Agenda Books page, located within the ISAC's Governing Board: The Commission section of the About ISAC area of isac.org. The online Agenda Book will be updated within 1 -2 days following the meeting to reflect action taken.

There are no plans for an Executive Briefing conference call following the November Commission meeting.


2017-18 MTI and Golden Apple Updates: Awards Announced and Payment Request Rosters Available
Sent to Financial Aid Directors and Financial Aid Administrators on November 9, 2017.

Award Notifications

Last Thursday (October 26, 2017), awarding for all qualified and eligible (including timely, untimely, new and renewal) applicants took place for the 2017-18 Minority Teachers of Illinois (MTI) Scholarship and Golden Apple Scholars of Illinois programs. You will be notified if future rounds of awarding take place.

Award notifications for the MTI Scholarship Program are being mailed to eligible students by the Illinois Student Assistance Commission (ISAC), and the Golden Apple Foundation communicates directly with Golden Apple award recipients.

Online processing for the MTI Scholarship and Golden Apple programs is done via the Teacher Education Scholarship Programs (TESP) area of the My Zone portal, where colleges may access new eligible award information (including funded or unfunded status). Award announcement categories for eligible students include:

  • Eligible - Funded: students who are eligible for an award; and
  • Eligible - Unavailable Funds: students who are eligible for the award, but for whom funds are not available.

Resources regarding the award process may be accessed from within My Zone's TESP Notification area.

Be sure to continue completing and submitting Initial Certifications for these programs throughout the year, so that applicants will receive the appropriate notifications and be included in any future rounds of awarding.

Payment Request Rosters

Initial payment request rosters are now available via the My Zone portal, allowing 2017-18 payment processing to commence for the MTI Scholarship and Golden Apple programs.

  • TESP payment functionality at My Zone consists of two components: TESP Payment Request Roster and TESP Payment Authorization. Results for payment requests received will be available via TESP Payment Authorization after vouchers have been generated and the corresponding Voucher Numbers are entered into the My Zone system by ISAC staff. Vouchers are sent via e-mail to financial aid directors. Colleges are encouraged to check My Zone every week for results of previously-submitted payment requests.
  • The disbursement of funds will be processed by the State Comptroller's Office. Refer to the State Comptroller's Website page, located within the Processes section of the Financial Aid Administrators area, for information on how to track payment.
  • TESP payment functionality at My Zone is available each Monday through Friday from 7 a.m. until 7 p.m. (CT).

Security Levels for Accessing Data

Individuals who can access TESP certification and notification data in My Zone can now view the TESP payment screens via My Zone. It's important to note, however, that the security level for a staff person to request, edit or update TESP payment claims must be set to Level 3 ("Cert Update, Award View, Payment Update") by the My Zone administrator at each college. The My Zone administrator should set user access to Level 1 ("Cert View, Award View, Payment View") for staff who will not be involved in requesting payment, but need to view TESP certification, notification and payment information.

Future program updates will be shared via the usual means of communication (the FAA Message Board, the MTI Scholarship and Golden Apple Scholars of Illinois "Program News" pages, and ISAC's e-Messaging service).


Enrollment Verification Data for ISAC-Administered Teacher Education Programs Available at My Zone (Due November 30, 2017)
Sent to Financial Aid Directors and Financial Aid Administrators on November 1, 2017.

Beginning today – November 1, 2017 – enrollment verification data is available at My Zone for students who previously received funds from the below teacher education programs administered by the Illinois Student Assistance Commission (ISAC).

These online rosters are to be completed by the college and returned to ISAC on or before Thursday, November 30, 2017, verifying award recipients' current enrollment status.

Reporting Enrollment Status

  • Data should be reported based on each student's last date of enrollment in the required teaching program.
  • If the "Enrollment Status" is anything other than "In School," then the "Effective Date" also must be provided. A listing of valid "Enrollment Status" options may be found in the TESP Enrollment Status Verification Quick Reference Guide.
  • If the student remains enrolled in the required teaching program for 2017-18, indicate such with the “In School” status; those students will continue to appear on future rosters.
  • For the Illinois SETTW Program, colleges must complete a Tuition Waiver Conversion Form (TWCF) for all SETTW recipients who are not enrolled or are no longer eligible to receive the waiver. Further instructions for completing and submitting the TWCF are provided in the TESP Enrollment Status Verification Quick Reference Guide.

Reminder: In order for staff to view the enrollment status verification data, My Zone System Administrators must ensure that access to this functionality has been granted (both for themselves and other staff, as appropriate). Further details regarding this process are provided in the "Security Access" section that appears at the bottom of this message.

Revising Data After Rosters Have Been Submitted

Enrollment status verification data is available to be updated only if the roster has not yet been submitted to ISAC. Colleges must contact School Services for changes that need to be made after a roster has been submitted.

Security Access

In order to add a system administrator or add new users, follow the instructions for Assigning a My Zone Administrator, which are located in the My Zone portal.

My Zone Administrators have the ability to "Edit User" or "Add User" for TESP Enrollment Access. Program access within My Zone can also be added, or changed for existing users, by selecting "My Zone User Maintenance" from the My Zone Program Selection Screen. Add "View Only" or "Update" access to Enrollment Status Verification rosters in the column entitled "Enrollment Status Access" on the My Zone User Maintenance: View Users screen.

My Zone is available each Monday through Saturday from 7 a.m. until 7 p.m. (CT).

Regularly Check My Zone for Latest School DAAR Reports
Sent on November 20, 2017.

Notification of Student Loan Borrower Default Aversion Assistance Request (DAAR) Status reports – commonly referred to as "School DAAR Reports" – are made available to colleges via the My Zone area of the Illinois Student Assistance Commission (ISAC) website. My Zone is a portal that allows postsecondary schools online access to student-specific data in a secure environment.

The School DAAR Report is non-cumulative and is available twice a month to those institutions with students for whom ISAC, as the guarantor, has received a Default Aversion Assistance Request during the reporting time period. New School DAAR Reports are posted at My Zone on the first business day on or after the 3rd and 18th of each month. Colleges are encouraged to regularly check My Zone for new reports, based on this schedule.

Accessing School DAAR Reports at My Zone

Visit the Financial Aid Administrators area (isac.org/faas) of ISAC's website and select the My Zone Quick Link (located in the center of the page) for instructions regarding how to view, download and/or print the School DAAR Report. In addition, if you have not already done so, you may register to participate in My Zone via the My Zone Quick Link.
