Commission Meeting to be Held Friday, April 1
Sent to Financial Aid Directors and Financial Aid Administrators on March 28, 2011 

The next regular meeting of the Illinois Student Assistance Commission (ISAC) is scheduled for 1 p.m. on Friday,
April 1st at Eastern Illinois University in Charleston.

Some of the items on the tentative agenda for the meeting are:

2011-12 MAP Suspension Status Available in
MAPnet on Tuesday (March 29)

Suspension of MAP Award Announcements Effective March 26, 2011

As was previously announced, ISAC has suspended the announcement of 2011-12 Monetary Award Program (MAP) grants for all students whose initial 2011-12 Free Application for Federal Student Aid (FAFSA) is received by the Central Processing System (CPS) on or after March 26, 2011. Beginning Tuesday, March 29, MAP records in suspension status will be available in MAPnet and show on the appropriate MAPnet screens and reports, as well as in the Eligibility Status File (ESF) Extraction.

2011-12 MAP Applicant Award Status Chart

The 2011-12 MAP Applicant Award Status Chart provides an overview of categories for students based on the initial application (FAFSA) receipt date.

Student Award Announcements

Colleges must suspend announcements of MAP awards to students whose initial FAFSA receipt date is on or after March 26, 2011.

Please note that ISAC is not notifying affected applicants that their awards have been placed in suspension status. Schools are advised to communicate announcement information to students with suspended awards as prescribed in school policy and procedure.

Identifying Records in Suspension Status

MAP records in suspension status will be indicated by a MAP Suspend Code of "S" (S = New application received after the suspense date will not be considered for an award this year) on MAPnet and in the Eligibility Status File (ESF). As a reminder, MAPnet contains filters that will allow you to identify student records and create a report of those records placed in suspension status.

Reminder Regarding IIA Program Status

The governor's proposed FY2012 budget includes no funding for the Silas Purnell Illinois Incentive for Access (IIA) Program.

2010-11 ING Grant Spring Term Payment Request Rosters Available at My Zone
Sent to Financial Aid Directors, Financial Aid Administrators, and Public Schools - Participating in the ING Grant and IVG Programs on March 23, 2011 

We are pleased to announce that - effective March 22, 2011 - 2010-11 Illinois National Guard (ING) Grant payment request rosters for the spring term are available at My Zone. This online functionality allows colleges to submit ING Grant payment requests (initial, supplemental and out-of-district) via the My Zone portal.

Reminders

Submit Payment Requests for Each Term

Payment request rosters are made available at My Zone after the application deadline has passed for each term. Colleges then have 30 days from the date on the roster to submit the completed (original) roster, and 45 days to submit a supplemental roster.

In order to ensure timely claims processing, for ING Grant spring term payment request rosters dated March 22, 2011, initial electronic payment requests are due to ISAC on or before April 20, 2011 and supplemental electronic payment requests are due to ISAC on or before May 5, 2011.

Specific details regarding the online roster process are provided at the ING Payment Roster page at My Zone.

Other Reminders

  • A cumulative list of payment request rosters is available for the entire fiscal year, which minimizes the need to print and retain hard copies of rosters.
  • The system is available each Monday through Saturday  from 7 a.m. until 7 p.m. (CT).
  • Information regarding ING Grant payment results is available at the ING Payment Roster area of My Zone.

Security Levels for Accessing Data

The security level for a staff person to request, edit or update ING Grant payment claims must be set to Level 2 ("View and Update") by the My Zone administrator at each college. The My Zone administrator should set user access to Level 1 ("View Only") for staff who will not be involved in requesting payment, but need to view ING Grant eligibility and payment information.

ISAC Extends Announcement of 2011-12 MAP Awards: New Suspension Date is March 26

New Effective Date for Suspension of MAP Award Announcements is March 26, 2011

The Illinois Student Assistance Commission (ISAC) has approved a limited extension for the announcement of 2011-12 Monetary Award Program (MAP) awards. As a result, ISAC is suspending the announcement of MAP grants for all students whose initial 2011-12 Free Application for Federal Student Aid (FAFSA) is received by the Central Processing System (CPS) on or after Saturday, March 26, 2011. The previously-announced suspension date of March 21 is no longer in effect.

The March 26 suspension date, which is three weeks earlier than the mid-April suspension date that was implemented for 2010-11 processing, is based on a combination of the latest calculation of available program funds and the temporary unavailability of FAFSA on the Web over the past weekend.

As operational details are finalized, the ISAC Gift Assistance Programs area (which may be accessed via isac.org/faa) will be updated to reflect the suspension of 2011-12 MAP award announcements. 2010-11 Program-Specific Information

March 22: 2010-11 ING Grant Spring Term Payment Request Rosters Available at My Zone

Spring term payment request rosters for the 2010-11 Illinois National Guard (ING) Grant Program are anticipated to be available at My Zone on Tuesday, March 22, 2010.

March 25: Last Day to Complete 2010-11 TESP Online Certifications at My Zone

In order to prepare for the availability of 2011-12 Teacher Education Scholarship Programs (TESP) initial certifications at My Zone (anticipated to take place in mid-April), all 2010-11 TESP certifications will be available for historical view only effective March 28. The last day on which 2010-11 TESP certifications can be updated at My Zone is Friday, March 25, 2011. Impacted are the Illinois Future Teacher Corps (IFTC), Minority Teachers of Illinois (MTI) Scholarship, and Golden Apple Scholars of Illinois programs.

April 15: 2010-11 STS Program Second Quarter Payment Claims Due

2010-11 Student to Student (STS) Program of Matching Grants second quarter payment claims are due to ISAC on or before April 15, 2011. Payment of second semester/second or third quarter claims will occur after June 15 (the STS claim deadline for second semester/third quarter), once we have determined what proration factor, if any, will be necessary for STS Program awards for these terms. If proration is necessary, then no late claims will be paid.

April 15: 2010-11 MAP Second Term Payment Claims Due

2010-11 Monetary Award Program (MAP) payment claims for second semester/second quarter are due to ISAC on or before April 15, 2011.

April 20: 2010-11 ING Grant Spring Term Initial Payment Requests Due

Spring term initial payment requests for the 2010-11 ING Grant Program, which are submitted online via the My Zone portal, are due to ISAC on or before April 20, 2011.

May 5: 2010-11 ING Grant Spring Term Supplemental Payment Requests Due

Spring term supplemental payment requests for the 2010-11 ING Grant Program, which are submitted online via the My Zone portal, are due to ISAC on or before May 5, 2011.

May 15: 2010-11 Robert C. Byrd Honors Scholarship Payment Claims Due

Eligibility Certification/Payment Request Rosters for the 2010-11 Robert C. Byrd Honors Scholarship Program are due to ISAC on or before May 15, 2011. Payment requests must be submitted online via the My Zone portal. Be sure to regularly visit the Payment Procedures for the Byrd Scholarship section of the ISAC Gift Assistance Programs area for updates regarding the 2010-11 payment cycle. Questions regarding the Byrd payment process may be directed to an ISAC School Services Representative.

May 25: 2010-11 IVG Spring Term Payment Claims Due

2010-11 Illinois Veteran Grant (IVG) Program spring term payment claims are due to ISAC on or before May 25, 2011. Although schools will not be reimbursed for spring term awards or late claims, payment requests must be submitted to ISAC so eligibility units can be assessed to students' accounts.

June 1: 2010-11 MAP Payment Claims Due

2010-11 MAP payment claims for third quarter, and for second semester at institutions where the second semester begins after February 15, are due to ISAC on or before June 1, 2011.

June 15: 2010-11 STS Second Semester/Third Quarter Payment Claims Due

2010-11 STS Program second semester/third quarter payment claims are due to ISAC on or before June 15, 2011. Payment of second semester/second or third quarter claims will occur after this date, once we have determined what proration factor, if any, will be necessary for STS Program awards for these terms. If proration is necessary, then no late claims will be paid.

July 1: Final Close-out Date for 2010-11 ISAC Gift Assistance Programs

With the exception of the Robert C. Byrd Honors Scholarship Program (see the May 15 entry of this section, above, for information regarding the Byrd Honors Program), all submissions of 2010-11 payment requests (including initial claims and supplemental claims) for ISAC-administered gift assistance programs must be received on or before July 1, 2011. Adjustments (to cancel or reduce awards) will be accepted after this date for MAP.

Specific details regarding close-out of 2010-11 ISAC-administered gift assistance programs will be provided via a separate e-Message as we move closer to July 1. In the meantime, continue to visit the Program News sections for individual gift assistance programs for status updates and operational details (including both the 2010-11 and 2011-12 academic years).

2011-12 Program-Specific Information

March 21: Suspension of 2011-12 MAP Award Announcements

ISAC is suspending the announcement of 2011-12 MAP grants for all students whose initial 2011-12 Free Application for Federal Student Aid (FAFSA) is received by the Central Processing System (CPS) on or after Monday, March 21, 2011. Further details are provided in a March 17 e-Message.

March 23: Intent to Submit a Proposal Due for 2011-12 MAP 2+2 Pilot Program

Colleges interested in participating in the 2011-12 Monetary Award Program (MAP) 2+2 Pilot program must submit their Intent to Submit a Proposal forms to ISAC on or before March 23, 2011. Further details are provided in a March 1 e-Message.

Mid-April: 2011-12 TESP Initial Certifications Available at My Zone

We anticipate that 2011-12 TESP initial certifications (for the IFTC, MTI Scholarship and Golden Apple Scholars of Illinois programs) will be available at My Zone in mid-April. Colleges are encouraged to submit completed certifications within 30 days of the time they are made available. Remember that all initial certifications available in My Zone must be completed, regardless of whether the college certifies a student as eligible or ineligible and regardless of whether the student is currently enrolled.

April 20: Proposals Due for 2011-12 MAP 2+2 Pilot Program

Colleges choosing to participate in the 2011-12 MAP 2+2 Pilot program must submit their proposals to ISAC on or before April 20, 2011.

By May 1: 2011-12 Robert C. Byrd Honors Scholars Will Be Announced

Be sure to regularly visit the Robert C. Byrd Honors Scholarship Program section of the ISAC Gift Assistance Programs area for updates regarding the announcement of 2011-12 new and renewal awards.

June 1: 2011-12 Budget Packets Due

On or before June 1, 2011, all participating Illinois schools must submit either a 2011-12 Gift Assistance Budget Packet [to report budget data for the MAP, IVG and ING Grant programs] or a 2011-12 Monetary Award Program Budget Packet (to report budget data for MAP only). ISAC anticipates having the budget packets, along with accompanying instructions and documentation, posted online by early April 2011.

The next regularly scheduled meeting of the Illinois Student Assistance Commission will take place on Friday, April 1, 2011, at Eastern Illinois University in Charleston. TRAINING OPPORTUNITIES AND OTHER EVENTS

March 23: Teacher Education Programs/My Zone Webinar

A Webinar providing an overview of the Illinois Future Teachers Corps (IFTC), Minority Teachers of Illinois (MTI) Scholarship, Illinois Special Education Teacher Tuition Waiver (SETTW), and Golden Apple Scholars of Illinois programs, as well as the sections of My Zone that are used to administer these programs, will be offered on Wednesday, March 23 at 2 p.m. To participate: access the PowerPoint presentation that will be posted on March 23 at the Partner Training page in the e-Library (which may be accessed via isac.org/faa); then dial 877.873.8017 (toll-free) and enter code 8324962# to access the audio portion of the Webinar.

Be sure to stop by and visit ISAC staff during the 2011 Illinois Association of Student Financial Aid Administrators (ILASFAA) annual conference (In Pursuit of Excellence), which will take place March 30 through April 1 at the Embassy Suites in East Peoria. We look forward to seeing you!

ISAC FAFSA Challenge: Encourage Students to Submit the 2011-12 FAFSA as Early as Possible

Completing a Free Application for Federal Student Aid (FAFSA) as early as possible is the first step for students to obtain financial assistance for college. The ISAC FAFSA Challenge strives to encourage 800,000 Illinois students to complete and submit the 2011-12 FAFSA.

Join the challenge by reminding your students who have not yet done so to complete the 2011-12 FAFSA as soon as possible! Free events (including FAFSA completion workshops, financial aid nights, and college fairs) are being offered across the State of Illinois throughout the spring, providing information and assistance for families. Encourage students to check out the Outreach Activities/Calendar at isac.org, so they can attend the events that best fit their schedules.

May 30: Memorial Day

Due to the Memorial. Day holiday, ISAC offices will be closed on Monday, May 30 and will reopen on Tuesday, May 31.

July 4: Independence Day

Due to the Independence Day holiday, ISAC offices will be closed on Monday, July 4 and will reopen on Tuesday,
July 5.

Although ISAC's offices will be closed on the days listed above, MAPnet will be available during regularly scheduled hours and will reflect records processed by the Central Processing System (CPS) through the last business day immediately preceding each respective holiday. Results for MAP payment requests submitted from 5 p.m. (CT) the business day prior to the holiday through 5 p.m. (CT) the business day following the holiday will be available via MAPnet on the morning of the second business day after the holiday (and will show late claim indicators for 1st term claims). For example: a MAP payment request submitted at 6 p.m. (CT) on Monday, May 30 will be processed the evening of Tuesday, May 31 - and payment results will be available via MAPnet the morning of Wednesday, June 1.

Suspension of MAP Award Announcements Effective March 21, 2011

The Illinois Student Assistance Commission (ISAC) is suspending the announcement of 2011-12 Monetary Award Program (MAP) grants for all students whose initial 2011-12 Free Application for Federal Student Aid (FAFSA) is received by the Central Processing System (CPS) on or after Monday, March 21, 2011.

The March 21 suspension date, which is the earliest in MAP history, is the result of an unprecedented number of early applicants. A 5% reduction factor, which was approved for the 2011-12 MAP start-up formula at the February 9 Commission meeting on the advice of the ILASFAA Formula Committee, allowed for the processing of more applications than would have been possible had awards not been reduced.

MAP Updates: Payment Claim Deadlines for 2010-11 Second and Third Terms, and 2011-12 Student Notification and Budget Packet Information

The following Monetary Award Program (MAP) updates are being provided to assist colleges in the processing of MAP awards.

2010-11 Priority Payment Claim Deadlines for Second and Third Terms

MAP payment claim deadline dates for the remainder of the 2010-11 processing cycle are as follows:

  • Second semester/second quarter: April 15, 2011
  • Second semester for colleges where the second semester begins after February 15: June 1, 2011
  • Third quarter: June 1, 2011

Important operational details regarding the processing of 2010-11 second and third term MAP payment requests, including the award reduction that has been implemented in order to ensure that program funds will not be overspent, are provided in a February 8 e-Message and within the MAP Payment section of the ISAC Gift Assistance Programs area (which may be accessed via isac.org/faa).

2011-12 Student Notification Information Available Online

Information regarding student notifications for 2011-12 MAP awards - including sample ineligible acknowledgment letters sent by the Illinois Student Assistance Commission (ISAC), the 2011-12 MAP Rights & Responsibilities document, and required college-issued award letter language - is available at the 2011-12 Acknowledgment Letter section of the ISAC Gift Assistance Programs area.

As a reminder, ISAC will send only ineligible acknowledgement letters [not the MAP Acknowledgement Letter (Letter ID 100)] to 2011-12 MAP applicants.

2011-12 Budget Packets Will Be Available in Early April

On or before June 1, 2011, all participating Illinois colleges must submit either a 2011-12 Gift Assistance Budget Packet [to report budget data for the MAP, Illinois Veteran Grant (IVG) and Illinois National Guard (ING) Grant programs] or a 2011-12 Monetary Award Program Budget Packet (to report budget data for MAP only). ISAC anticipates having the budget packets, along with accompanying instructions and documentation, posted at the Processes area of the FAA Zone (which may be accessed via isac.org/faa) during the first week of April.

Start-up for 2011-12 MAP Successfully Implemented
Sent to Financial Aid Directors, Financial Aid Administrators, MAPnet Users and Business Officer on March 8, 2011

ISAC is pleased to announce that 2011-12 start-up for the Monetary Award Program (MAP) has officially commenced. Here is a brief listing of scheduled start-up activities and resource availability for the 2011-12 cycle.

2011-12 Processing

Effective today (March 8, 2011), MAP data can be accessed via MAPnet. All 2011-12 Institutional Student Information Records (ISIRs) received by ISAC through (including) Thursday March 3, 2011 are now available with their accompanying eligibility status information. Daily processing of 2011-12 ISIR and eligibility status information begins today, March 8th.

As a reminder, when applying the 2011-12 start-up formula, the maximum annual award amount for the MAP grant is being reduced by 5%, which makes the effective maximum $4,720.00.

MAPnet Hours and Processing Schedules

The MAPnet system is available each day between the hours of 7 a.m. and 10 p.m. (CT).

Note that records submitted by 7 p.m. will be included in that night's processing, with results available in MAPnet the next business day. Records submitted after 7 p.m. will be included with processing for the next business day, with results available in MAPnet on the following (second) business day.

For example: Records submitted at 6:45 p.m. on a Tuesday would have results reflected in MAPnet on Wednesday morning, while results for records submitted at 7:15 p.m. on that same Tuesday would appear in MAPnet on Thursday morning.

Information Available via isac.org/faa

The MAP area within the ISAC Gift Assistance Programs section of the FAA Zone has been updated with an explanation of the 2011-12 start-up formula. Information regarding calculating a term award for both semester and quarter schools, and guidance regarding rounding, are now available.

The EFC Calculator, which provides an estimate of MAP and federal aid, also is being updated to reflect the
2011-12 start-up formula. Watch for information on the FAA Message Board as to its availability from the Calculators area within the e-Library.

Notification to Applicants

This year, ISAC will only send ineligible acknowledgement letters and will not send the MAP Acknowledgement letter (Letter ID 100) to students. Samples of three 2011-12 ineligible letters types (Ineligible - Default Status,
Ineligible ? Eligibility Used, Ineligible ? Default Status & Eligibility Used) will soon be available within the ISAC Gift Assistance Programs area, along with the MAP Rights & Responsibilities form that accompanies each letter. In order to accommodate the volume of applications submitted since January 1st, ISAC anticipates starting to mail 2011-12 ineligible acknowledgement letters to applicants by March 15, 2011. Once all letters for previously-submitted applications have been sent, letters will be generated and mailed following a regular schedule.

Based on current 2011-12 budget estimates, no Silas Purnell Illinois Incentive for Access (IIA) Program awards will be announced. Although the MAPnet version released at start-up contains IIA components, no 2011-12 IIA awards are anticipated at this time.

We anticipate start-up for the 2011-12 Monetary Award Program (MAP), including the launch of the 2011-12 MAPnet system, to be implemented around 12 p.m. (noon) on Tuesday, March 8, 2011. Please note the following regarding MAPnet availability:

  • MAPnet 2010-11 will continue to be available each day between the hours of 7 a.m. and 10 p.m.
  • MAPnet 2011-12 is anticipated to become available on Tuesday, March 8, 2011 around 12 p.m. (noon).

The MAP Formula section of the ISAC Gift Assistance Programs area, which may be accessed via isac.org/faa, has been updated with 2011-12 MAP Start-up information.

The MAP File Specifications document has been updated for the 2011-12 processing cycle. The only changes to the 2011-12 file specifications are references to the academic year. No data elements, fields, starting or ending positions have been added or modified. A "Submitting Payment Requests Via FTP" section was added to provide all the information necessary for creating and submitting payment requests via File Transfer Protocol (FTP) in one document. This 160 byte file layout is pertinent to schools utilizing the file extraction features of MAPnet, as well as those sending MAP payment requests to ISAC via FTP. The 2011-12 MAP File Specifications are available within the Electronic Tools section of the e-Library.

Introducing MAP 2+2 Pilot Program for 2011-12 - Intent to Submit Proposal due to ISAC March 23, 2011

On Monday, February 28th, an e-mail communication was sent to the president of your institution from ISAC's Executive Director, Andy Davis, inviting your institution to apply for participation in a pilot program involving the Monetary Award Program (MAP) for the 2011-12 school year. The pilot is called MAP 2 + 2 and is one of the initiatives ISAC is pursuing toward the college completion goal of helping Illinois increase to 60% the proportion of adults with a postsecondary credential by 2025.

MAP 2+2 complements the 2+2 programs that many schools already offer. Students would be admitted to a baccalaureate degree program but attend a community college that has an articulation agreement with the bachelor's degree-granting school and then transfer to the baccalaureate degree-granting institution to complete their degrees. Since the dollar amounts of students' MAP grants are smaller for attendance at a community college, students are allowed to carry forward the difference between the amount that their MAP grant would have been at their bachelor's degree institution of choice and their community college MAP award. The difference in the award amount for each of the freshman and sophomore years is saved and added to the student's MAP grant for his/her junior and senior years.

Details about the MAP 2+2 Pilot program are available in the FAA section of our website, accessible via isac.org/faa. Please note that ISAC will accept proposals and select institutions for participation only from those submitting a proposal. In order to assist ISAC in the pilot planning process, institutions are asked to submit a notice of intent that your institution would like to apply to participate. Simply use the form that is accessible in the MAP 2+2 Pilot section of the Gift Assistance Programs area of the FAA section. It should be completed and returned to ISAC no later than March 23, 2011.

The implementation schedule calls for formal proposals to be submitted to ISAC by April 20th, with selection of participating institutions complete by May 16th.

Latest School DAAR Report Available

The Notification of Student Loan Borrower DAAR Status report (School DAAR Report) for your school is now available on College Zone's My Zone.

The School DAAR Report is non-cumulative and is available twice a month to those institutions with students for whom ISAC, as the guarantor, has received a Default Aversion Assistance Request (DAAR) during the reporting time period. Each time a new School DAAR Report is made available online, an e-Message will be sent to the "FFELP Participants" e-Messaging subscription group.

Accessing School DAAR Reports at My Zone

My Zone is a portal available in the FAA Zone at isac.org/faa that allows postsecondary schools online access to student-specific data in a secure environment. If you have not yet signed up to participate in My Zone, proceed to the FAA Zone front page and select the My Zone Quick Link.
