New State Legislative Update Now Available
Sent to Financial Aid Directors and Financial Aid Administrators on May 27, 2011 

A new State Legislative Update is available for your reference. This Update, dated May 27, 2011, discusses activity relating to higher education that has recently taken place in the Illinois General Assembly's current spring session.

Highlights of this Update include:

  • the latest information regarding the fiscal year 2012 (FY2012) state budget process, including an update on the proposal to prohibit Monetary Award Program (MAP) grants for students attending proprietary institutions;
  • the General Assembly's passage of the College Planning Act (HB 1710), as well as a bill to mandate the adoption of performance-based funding for higher education (HB 1503); and
  • the current progress of the Illinois DREAM Act (SB 2185).

Attend this one day conference that focuses on effective practices and showcases resources available to help with college access and increasing college completion. It's designed for Illinois college access practitioners, college and university leaders, and policymakers interested in higher education.

Sessions presented by state and national leaders will provide purposeful information and engage the audience in thoughtful discussions on the serious issues we face. The forum will include time for sharing best practices with peers and tools to help participants walk away with plans for moving their access and completion efforts forward. Come ready to share and learn.

    ISAC's May 26 Webinar Postponed -Watch for Future Announcement with Rescheduled Date

    Due to unforeseen circumstances, the Illinois Student Assistance Commission (ISAC) is postponing the "ISAC Update" Webinar originally scheduled to take place on Thursday, May 26, 2011.

    We will notify you via this College Illinois! e-Messaging service once a new date and time for this Webinar has been established.     2011-12 Budget Packets Due June 1
    Sent to Financial Aid Directors, Financial Aid Administrators, and Public Schools - Participating in the ING Grant and IVG Programs on May 24, 2011 

    This is a reminder that, on or before June 1, 2011, all participating Illinois colleges must submit either a 2011-12 Gift Assistance Budget Packet [to report budget data for the Monetary Award Program (MAP), Illinois Veteran Grant (IVG) and Illinois National Guard (ING) Grant programs] or a 2011-12 Monetary Award Program Budget Packet (to report budget data for MAP only).

    Additional details regarding the annual gathering of college budget information was provided in an April 1
    e-Message.

    The budget packets, along with accompanying instructions and documentation, are available online within the Budget Reporting - MAP, IVG & ING area of the Processes section at the FAA Zone, which may be accessed via isac.org/faa.

    2010-11 Processing (Includes Close-out Information)

     May 25: 2010-11 IVG Spring Term Payment Claims Due

    2010-11 Illinois Veteran Grant (IVG) Program spring term payment claims are due on or before May 25, 2011. Although ISAC will not reimburse schools for spring term awards or late claims, payment requests must be submitted to ISAC so eligibility units can be assessed to students' accounts.

    June 1: 2010-11 MAP Program Payment Claims Due

    2010-11 Monetary Award Program (MAP) payment claims (for third quarter, and for second semester at institutions where the second semester begins after February 15) are due on or before June 1, 2011.

    June 3: Last Date 2010-11 ISIR Data Will Be Accepted

    June 3, 2011 will be the last day 2010-11 Institutional Student Information Record (ISIR) data will be accepted for MAP. Any 2010-11 ISIR data received at ISAC on or after June 4 will not be loaded to MAPnet or ISAC's mainframe system, and no application receipt acknowledgement letters will be provided to applicants from ISAC after this date.

    June 15: 2010-11 STS Second Semester/Third Quarter Payment Claims Due

    2010-11 Student to Student (STS) Program of Matching Grants second semester/third quarter payment claims are due on or before June 15, 2011. Payment of second semester/second or third quarter claims will occur after this date, once we have determined what proration factor, if any, will be necessary for STS Program awards for these terms. If proration is necessary, then no late claims will be paid.

    June 15: 2010-11 ING Grant Applications for Summer 2011 Term Due

    Remind your impacted students that the summer term application priority consideration date for the 2010-11 Illinois National Guard (ING) Grant Program is June 15, 2011.

    June 15: 2010-11 Grant Programs for Dependents of Police/Fire/Correctional Officers Applications for Summer 2011 Term Due

    Remind your impacted students that the summer term application priority consideration date for the 2010-11 Grant Programs for Dependents of Police/Fire/Correctional Officers is June 15, 2011.

    June 17: 2010-11 Summer Term Payment Claims Due for Grant Programs for Dependents of Police/Fire/Correctional Officers

    2010-11 summer term payment requests for the Grant Programs for Dependents of Police/Fire/Correctional Officers are due back to ISAC on or before June 17, 2011.

    July 1: Final Close-out Date for 2010-11 ISAC Gift Assistance Programs

    With the exception of the Robert C. Byrd Honors Scholarship Program (which had a payment request deadline of May 15), all submissions of 2010-11 payment requests (including initial claims and supplemental claims) for ISAC-administered gift assistance programs must be received on or before July 1, 2011 (click on the following links to access payment information for each program):

    * Note that, for MAP, cancellations and adjustments to previously-paid awards that decrease an award (i.e., result in refunds) will continue to be accepted and processed via MAPnet through (including) July 29.

    Continue to visit the Program News sections for individual gift assistance programs, and watch for future e-Messages, for status updates and operational details (including both the 2010-11 and 2011-12 academic years).

    July 29: Last Date to Submit 2010-11 MAP Changes

    The deadline to submit 2010-11 MAP cancellations, refunds, or reductions via MAPnet is 7 p.m. on July 29, 2011.

    August 1: 2010-11 MAPnet Application Available for Historical View Only

    The MAPnet application for 2010-11 becomes available for only historical view on August 1, 2011.

    Reconciliation Reminders

    You are encouraged to finalize reconciliation activities on your campus, and report all cancellations as soon as possible, by following the cancellation guidance provided in the Processes section of the FAA Zone. Payments must be reconciled on a student-by-student basis. Due to the offset process for MAP and the IVG Program, funds should be returned to ISAC only after a final reconciliation has been completed to close-out the regular school year. Promptly returning any amounts due to ISAC after a final reconciliation will assist in the decision making process regarding the release of  MAP late claims. Appropriation balances (which are impacted by the return of program funds) continue to be monitored as decisions concerning releasing payment of MAP late claims are being considered.

    Letters detailing the outstanding amount each institution must refund to ISAC for MAP for the 2010-11 academic year will be mailed to financial aid directors in late spring or early summer.

    2011-12 Processing

    Now Available: 2011-12 ING Grant Application

    The interactive application for the 2011-12 ING Grant Program is now available for applicants to complete within the Students area at isac.org. The 2011-12 application is used to apply for the fall 2011, spring 2012 and summer 2012 terms.

    Now Available: 2011-12 Grant Programs for Dependents of Police/Fire/Correctional Officers Application

    The application for the 2011-12 Grant Programs for Dependents of Police/Fire/Correctional Officers is now available for applicants to download and print within the Students area at isac.org. The 2011-12 application is used to apply for the fall 2011, spring 2012 and summer 2012 terms.

    Federal Funding Will Not Be Appropriated for 2011-12 Robert C. Byrd Honors Scholarship Program

    Federal funding will not be appropriated for the 2011-12 Robert C. Byrd Honors Scholarship Program. No new Byrd awards will be announced. As additional information becomes available, the Byrd Program News page will be updated.

    June 1: 2011-12 Budget Packets Due

    On or before June 1, 2011, all participating Illinois schools must submit either a 2011-12 Gift Assistance Budget Packet [to report budget data for the MAP, IVG and ING Grant programs] or a 2011-12 Monetary Award Program Budget Packet (to report budget data for MAP only). The budget packets, along with accompanying instructions and documentation, may be accessed online via the Budget Reporting - MAP, IVG & ING area within the Processes section of the FAA Zone. Further instructions are provided in an April 1 e-Message.

    August 1: 2011-12 BIG Program Application Anticipated to be Available

    Contingent upon funds being appropriated, the 2011-12 College Savings Bond Bonus Incentive Grant (BIG) Program application is anticipated to be available at isac.org on Monday, August 1, 2011. Application processing details will be provided as they become available via the "Processing Updates" section of the Students BIG Program page.

    Upcoming Commission Meeting

    The next regularly scheduled meeting of the Illinois Student Assistance Commission will take place on Friday, June 17, 2011. The location of this meeting is still being finalized.

    A listing of tentative agenda items, along with the exact time and location of the meeting, will be available prior to the meeting via the ISAC's Governing Board: The Commission section of the About ISAC area at isac.org. Dates and locations for all meetings scheduled in 2011 are available at the Commission Meeting Schedule page.

    TRAINING OPPORTUNITIES

    May 26: ISAC Update Webinar

    During June: Financial Aid 101 and Financial Aid 201 Workshops

    Financial Aid 101 (for new financial aid professionals) and Financial Aid 201 (for experienced financial aid administrators) workshops will take place during the month of June. Specific details (including dates, locations and how to register) are provided in a May 16 e-Message.

    June 30: Webinar on Various ISAC Programs (Police/Fire/Correctional Officers, BIG, STS, and HELP)

    HOLIDAY SCHEDULES

    May 30: Memorial Day

    Due to the Memorial. Day holiday, ISAC offices will be closed on Monday, May 30 and will reopen on Tuesday, May 31.

    July 4: Independence Day

    Due to the Independence Day holiday, ISAC offices will be closed on Monday, July 4 and will reopen on Tuesday,
    July 5.

    Although ISAC's offices will be closed on the days listed above, MAPnet will be available during regularly scheduled hours and will reflect records processed by the Central Processing System (CPS) through the last business day immediately preceding each respective holiday. Results for MAP payment requests submitted from 5 p.m. (CT) the business day prior to the holiday through 5 p.m. (CT) the business day following the holiday will be available via MAPnet on the morning of the second business day after the holiday (and will show late claim indicators for 1st term claims). For example: a MAP payment request submitted at 6 p.m. (CT) on Monday, May 30 will be processed the evening of Tuesday, May 31 - and payment results will be available via MAPnet the morning of Wednesday, June 1.

    May and June Training Opportunities for Financial Aid Administrators

    The Illinois Student Assistance Commission (ISAC) will offer the following training opportunities for financial aid administrators.

    Financial Aid 101 Workshops

    This free, full-day (9 a.m. to 4 p.m.) workshop is designed to introduce new financial aid professionals to financial aid concepts, programs and processes and help them develop a solid foundation on which to build their careers. It will be offered twice in June:

    • Tuesday, June 14 at ISAC's Springfield Office
    • Tuesday, June 21 at Prairie State College in Chicago Heights

    Financial Aid 201 Workshops

    ISAC's Financial Aid 201 Workshop is intended for more experienced financial aid administrators who are already familiar with the basics. This free, full-day (9 a.m. to
    4 p.m.) workshop will focus on verification, professional judgment and preparing for audits and program reviews. Dates and locations are:

    • Wednesday, June 15 at ISAC's Springfield Office
    • Wednesday, June 22 at Prairie State College in Chicago Heights

    Webinars focusing on a particular financial aid program, topic or process continue to be offered each month. Upcoming topics and dates are:

    • Thursday, May 26 at 2 p.m. - ISAC Update (2010-11 Close-Out; and 2011-12 Budget, Legislation, Rules and Regulations)
    • Thursday, June 30 at 2 p.m. - Grant Programs for Dependents of Police/Fire/Correctional Officers; Bonus Incentive Grant; Student to Student Grant; and Higher Education License Plate Program

    The May session will provide an update on ISAC programs and operations, budget issues, and legislative news, as well as a summary of federal rules and regulations that go into effect on July 1, 2011.

    The June session will present an overview of ISAC's smaller, more targeted gift assistance programs, along with guidance on administering them.

    FFELP PARTICIPANTS


    Latest School DAAR Report Available
    Sent on May 3, 2011 and May 18, 2011

    The Notification of Student Loan Borrower DAAR Status report (School DAAR Report) for your school is now available on College Zone's My Zone.

    The School DAAR Report is non-cumulative and is available twice a month to those institutions with students for whom ISAC, as the guarantor, has received a Default Aversion Assistance Request (DAAR) during the reporting time period. Each time a new School DAAR Report is made available online, an e-Message will be sent to the "FFELP Participants" e-Messaging subscription group.

    Accessing School DAAR Reports at My Zone

    My Zone is a portal available in the FAA Zone at isac.org/faa that allows postsecondary schools online access to student-specific data in a secure environment. If you have not yet signed up to participate in My Zone, proceed to the FAA Zone front page and select the My Zone Quick Link.
