ISAC State Legislative Update

On Saturday, June 30th, the governor signed the fiscal year 2013 (FY13) budget bills for the State of Illinois, which included the bill that funds the scholarship and grant programs administered by ISAC. As a reminder, no administrative funding is received from the state for ISAC operations.
Highlights of the budget bill (Public Act #97-0729) include $371 million for the Monetary Award Program (MAP), a 4% reduction from the initial FY12 appropriation, and an increase in funding for the Dependents' Grants Programs (Police Officer/Fire Officer/Correctional Officer). All other programs were either level funded from last year or received less funding. ISAC did not receive an appropriation to reimburse colleges for either the Illinois Veteran Grant Program or the Illinois National Guard Grant Program, although students who qualify for these entitlement programs will receive the benefit regardless. To partially reimburse eight community colleges which were judged to have a particularly heavy veteran population, $750,000 was appropriated to the Illinois Community College Board.
