Q01: Why should I complete the interactive application instead of a paper application?
A01: The online application has many benefits:

  • program information at your fingertips: by applying online, you will have easy access to program details on this website that will help you complete the application accurately [e.g., participating school lists, minority student definition, etc.];
  • online edits prevent errors: when you indicate you are ready to submit the application, automatic edits are performed to make sure all required fields have been completed with valid responses - if errors are identified, you are prompted to correct them before the application can be submitted;
  • faster delivery time: you access the application, complete and submit it, and it is then received at ISAC - all on the same day (rather than being downloaded, printed, manually completed, and then sent via the mail); and
  • immediate confirmation that application has been received: upon successful electronic submission of the application, a confirmation page displays - listing all data you provided, confirming your digital signature, and stating the date and time of submission. This page can be printed and retained for your records.

Q03: I already have an FSA ID from the U.S. Department of Education (ED) that I use to file my Free Application for Federal Student Aid (FAFSA®) online (or, if the FAFSA was last filed online prior to May 10, 2015, I have a PIN) … can I use that, rather than a digital ID from the State of Illinois, to complete the MTI Scholarship Program application?
A03: No. Because ISAC is an agency of the State of Illinois, our interactive application process requires the State of Illinois digital ID. [NOTE: If you access interactive processes from other agencies of the State of Illinois, you will likely be able to use that same digital ID.]
 


Q04: I'm trying to obtain a digital ID from the State of Illinois, but I'm having problems. What should I do?
A04: If you are having trouble creating your digital ID, contact a State of Illinois helpdesk technician as indicated below:

Q05: A box popped up and asked if I wanted to "download an Applet" – I indicated "No" (or "Cancel," or tried to close the box with the "x" in the top right corner), and now the screen appears to just be sitting there … what happened?
A05: As part of the secure log on required for the digital signature process, the computer on which you complete the interactive MTI Scholarship Program application must have the Applet(s) loaded. If you want to use this computer to complete the application, and are prompted to download the Applet(s), you must select either "Yes" or "Always." [NOTE: If you had already received the prompt to download the Applet, and did not indicate "Yes" or "Always," you must completely close your Internet browser, then re-open the Internet browser and start again.]



Q06: It took me longer than 20 minutes to complete my application, so I have to log back in and start over … but, after I enter my User Name and Password, the screen appears to just be sitting there. What happened?
A06: Each time you log on, you first must completely close your Internet browser, then re-open it and start again.

If the "log on in progress" statement does not redirect the Web page in a reasonable amount of time (this will vary, depending on your connection speed), completely close and re-open your Internet browser again. Once your Internet browser has opened, go to "Tools" to deactivate the popup blocker. Then, re-access the online MTI Scholarship Program application.




Q07: I'm completing my online MTI Scholarship Program application, and I've used the "Tab" key on my keyboard … now I can't locate my cursor.
A07: Each time you enter a new page of the interactive application, click (with your left mouse button) in the first field on the page. This will place the cursor in that field, and you can then tab from field to field.



Q08: When I'm in the interactive MTI Scholarship Program application screens, the "Back" (and/or "Forward") button of my Internet browser window doesn't seem to be working properly.
A08: To ensure proper navigation within the interactive MTI Scholarship Program application area, use the "Previous" (and/or "Next") buttons that are located at the bottom of application screens, rather than your browser's "Back" and/or "Forward" buttons.



Q09: I need further clarification about a specific question/item on the interactive application. How can I find information specific to this field?
A09: If you hold your cursor over a specific question/item on the application screens, hover text that contains detailed information about the field will appear. The hover text definition will display for a limited amount of time. If the hover text disappears before you have finished reading it, simply move the cursor back over the same field and it will appear again (this can be done an unlimited number of times).


Q10: Why does the information not display in the "Review Your Application – Web Page Dialog box" after I completely filled out and selected the "Sign and Submit Application" button on the online MTI Scholarship Program application?
A10: Select the "x" button (close) located in the top right hand corner of the "Review Your Application – Web Page Dialog box," then choose the "YES" radio button on the "Do you agree to the Certification Statement?" question. Then select the "Sign and Submit Application" button again and the information should be displayed.  Review your information for accuracy, then choose the "Confirm" link located on the bottom of the "Review Your Application – Web Page Dialog box" to submit the MTI Scholarship Program application.

If your information still does not display, you may need to repeat these steps, or close your browser and then re-apply.

If you are unable to get your information to display, please contact a representative from the ISAC Call Center to request a paper application.




Q11: I can't/won't complete the MTI Scholarship Program application online. How can I obtain a paper application?
A11: Because of its many benefits (program information which is available at your fingertips, online edits which prevent errors, elimination of mailing time, and immediate confirmation that your application has been received at ISAC), we strongly encourage all applicants to complete the interactive MTI Scholarship Program application online. However, we understand that not everyone will be willing or able to do so.

Please contact a representative from the ISAC Call Center to discuss your situation. To assist ISAC in monitoring the needs of our applicants, the ISAC Call Center representative will inquire about the specific reason you are requesting the paper application. For example:

  • Do you not have an Illinois Drivers License or State ID, so are unable to obtain a digital ID from the State of Illinois?
  • Do you have no access to the Internet?
  • Do you have access to the Internet, but only via a browser not supported by the online application?
  • Do you have access to the Internet, but only via a shared computer on which you feel uncomfortable providing personal or confidential information?
  • Do you have access to the Internet via a personal home computer, but still feel uncomfortable providing confidential information online?

Please be aware of the fact that ISAC monitors the flow of paper MTI Scholarship Program applications. Only the applicant to whom a paper application is sent can submit it for processing. Therefore, if a paper application is provided to you by ISAC, please do not make copies and distribute it to other students.
