IVG Program Update: 2017-18 Benefit Usage Data Now Accepted via GAP Access

IVG Operational Functions Transitioned to GAP Access

As was announced in a January 19 e-Message, operational functions for the Illinois Veteran Grant (IVG) Program are being transitioned from the My Zone portal to the ISAC Gift Assistance Programs Access (GAP Access) portal. Colleges now complete the required activity of providing ISAC with the data needed to assess IVG eligibility units by submitting benefit usage data (formerly, payment requests) via the GAP Access portal. Just like with the Illinois National Guard (ING) Grant Program, IVG benefit usage data is submitted in the same manner as Monetary Award Program (MAP) claims.

The IVG system program privileges must be set to IVG "Update" for staff to request, edit or update IVG benefit usage data, and set to IVG "View" for staff who will not be involved in submitting benefit usage records but need to view IVG eligibility and benefits used information.

2017-18 IVG Benefit Usage Data Now Being Accepted

Effective today (Wednesday, February 21, 2018), IVG benefit usage functionality is available via GAP Access, allowing colleges to report 2017-18 enrollment hours and benefit dollar amounts for initial, in-district and out-of-district requests, as well as adjustments to previously-submitted data.

Specific details and an IVG Program User Guide to help schools navigate the online process are provided at the IVG Electronic Processing page, which may be accessed via the Processes section of the Financial Aid Administrators area.

The deadline for submission of 2017-18 IVG benefit usage data for the spring term is May 25, 2018.

Important FTP Changes - Please Note

New for 2017-18 IVG spring-term processing, the file layout is 160-byte. Please make sure all files conform to this new format.

Additional Information

  • For each college, the IVG component of the GAP Access portal will display records of students for whom the college has reported benefit usage data within the past three years.
    • If a college needs to report benefit usage data for a student who is not appearing in the IVG system, the college can add the student by providing two of the following three items:
      • the student's Social Security number
      • the student's last name
      • the student's IVG number (as it appears on the student's IVG Notice of Eligibility letter from ISAC)
  • Only records for students who have received an IVG Notice of Eligibility can be accessed or added via the IVG system.
  • If a college tries to access or add a record for a student whose application is incomplete or has been deemed ineligible, a "Student Not Found" message will appear. Students for whom this message appears that indicate they have submitted an application but have not received a Notice of Ineligibility should be instructed to contact ISAC's Call Center to discuss the status of their application. Anticipated for later this spring, applicants will also be able to check the status of their IVG applications via the ISAC Student Portal.
