Proposed Rules and Amendments Published for Comment


The 2019-20 omnibus rulemaking cycle is currently underway for ISAC, with rules and amendments being proposed for the following:

Part 2700 – General Provisions – language is being incorporated into this Part in response to legislation that created the Education Loan Information Pilot Program. Additionally, revisions were made to clarify that documents acceptable as proof of Illinois residency are not limited to those listed in the rules.

Part 2735 – Monetary Award Program (MAP) – updates are being made to more accurately reflect the processing cycle of MAP, as well as in response to legislation that requires ISAC to annually publish a priority deadline date for renewing applicants to ensure those applicants receive a grant.

Part 2753 – Community Behavioral Health Care Professional Loan Repayment Program – rules were created for the administration of this new program.

Part 2758 – Nurse Educator Loan Repayment Program – revisions are being made to clarify the time period necessary to fulfill the eligibility requirement of nursing instruction.

The proposed rules and amendments were published, and are available for review, in the February 8 edition of the Illinois Register, accessible through the Administrative Rules section of the e-Library. Publication initiated a 45-day public comment period, which ends on Sunday, March 24 (comments will be accepted through COB, Monday, March 25). Those interested may submit written comments as noted below. Comments received through any other avenue, or after the deadline, cannot be considered.

Comments from the public will be reviewed by staff, and where appropriate, the proposed rules and amendments will be revised based on comments received. Staff will then request approval from the Commission to submit the proposed rules and amendments to the Joint Committee on Administrative Rules (JCAR) for a second 45-day review period, and for them to be adopted as final if no objection is received from JCAR. The proposed rules and amendments are anticipated to be effective on July 1, 2019 for the 2019-20 academic year.

Accordingly, in order to adhere to this requirement, ISAC staff will document and report any communication with institutional staff about the proposed rules and amendments.
