In this session, we will discuss the existing PSLF program as well as a new Limited Waiver for PSLF that will allow borrowers to receive credit for payments that previously did not qualify for PSLF.

Moving Forward Together

In an effort to be responsive to the level of interest from participants, we are extending our priority consideration date to submit interest session proposals to Friday, April 8, 2022. As a reminder, the annual College Changes Everything® (CCE) conference gathers a wide range of participants, and we encourage proposals that cover a wide range of themes related to college access and completion such as, but not limited to: college and career readiness; student retention, persistence, and completion; education, business, and the economy; and college costs and affordability. Sessions should provide in-depth information, practical ideas, and specific strategies for the audience, and demonstrate and promote positive steps taken to address college access, completion issues, and career readiness and sharing of specific lessons learned.

2021-22 ECACE Scholarship Payment Results Available

The Illinois Student Assistance Commission (ISAC) is sharing the following information to assist colleges in the administration of the 2021-22 Early Childhood Access Consortium for Equity (ECACE) Scholarship Program.

March 30 Webinar Will Discuss the ECACE Scholarship

ISAC's upcoming webinar, scheduled to begin at 2 p.m. (CT) this Wednesday (March 30), will include discussion of the 2021-22 ECACE Scholarship Program. Don't miss this opportunity to receive the latest operational updates and have your processing questions answered.

Payment Results Now Available

Last week, colleges were notified that 2021-22 ECACE Scholarship payment requests (claims) are being accepted for the first term.

Effective today (March 29, 2022), payment results are available in the ECACE system for all first-term claims submitted prior to 5 p.m. on March 28, 2022.

From this point forward, 2021-22 ECACE Scholarship payment results will be available each Tuesday morning, reflecting results for claims submitted throughout the prior week.

Payment Reminders

  • Submitting claims is a two-step process, which involves generating the request and then submitting the request.
  • By submitting a payment request to ISAC via the ECACE system, a college is certifying that the student is enrolled and continues to meet all eligibility criteria.
  • Colleges are encouraged to regularly review the Payment Results/Exceptions report to see which requests, if any, did not process as expected.
  • The disbursement of funds is processed by the State Comptroller's Office.
    • Allow four to six weeks for payment processing (i.e., from the date a claim is submitted until funds are received at the college).
    • Refer to the State Comptroller's Website page for information on how to track payment.
  • Colleges will be notified when second-term claims begin to be accepted.

Applications Still Being Accepted

Even though the March 1, 2022 priority consideration date has passed, 2021-22 applications will continue to be accepted and considered for awarding as long as funding remains available after all timely, qualified applicants have been awarded. Encourage students who have not already done so to complete and submit their applications – including both the ECACE Scholarship Program application and the FAFSA – as soon as possible.

Applicant Notifications

When a student's record is complete, their name displays on the ECACE “Student List Eligibility: View” screen of the institution that was indicated as the school of record on the application. In addition, prequalified applicants will receive a Notice of Prequalified Eligibility.

Applicants who are determined ineligible for an award receive a Notice of Ineligibility. The letter received by the applicant will be different dependent upon whether the ineligible status is based on data they provided on their application or data provided by the college during the payment request process.

2021-22 ECACE Scholarship Updates

The Illinois Student Assistance Commission (ISAC) is sharing the following information to assist colleges in the administration of the 2021-22 Early Childhood Access Consortium for Equity (ECACE) Scholarship Program.

Prequalification and Payment Request Data at GAP Access

Colleges may access 2021-22 prequalification and payment request data via the ECACE component of the ISAC Gift Assistance Programs (GAP) Access portal.

School staff must have the appropriate level of access in order to view prequalification records and submit payment requests. The school's primary administrator or a designated administrator is responsible for authorizing access levels.

Prequalification Data

Colleges may view a listing of their students who have completed the 2021-22 ECACE Scholarship online application process by accessing the ECACE system and selecting the Student tab to display the "Student List Eligibility: View" screen.

  • The "Student List Eligibility: View" screen displays in a format similar to other programs that are processed via the GAP Access portal.
  • A student's record is considered prequalified if they have completed the online application process – which includes submitting a complete ECACE Scholarship Program application to ISAC and completing a Free Application for Federal Student Aid (FAFSA®) that results in a valid expected family contribution (EFC) – and they meet all initial program eligibility requirements (i.e., requirements other than those that must be verified by the college).

Payment Request Data: Submit First-term Claims

Effective immediately, colleges may submit first-term payment requests (i.e., claims) for individual ECACE Scholarship recipients via the "Student Detail: Payment" screen, or in batches for a group of students via the "Payment Request Entry" screen.

  • Submitting claims is a two-step process, which involves generating the request and then submitting the request.
  • By submitting a payment request to ISAC via the ECACE system, a college is certifying that the student is enrolled and continues to meet all eligibility criteria.
  • ISAC anticipates payment results will be available in the ECACE system on a weekly basis, which is different than some other programs that are part of the GAP Access portal.
    • Once available, further details will be provided via the ECACE Payment page.
  • Colleges are encouraged to regularly review the Payment Results/Exceptions report to see which requests, if any, did not process as expected.
  • Colleges will be notified when second-term claims begin to be accepted.

2021-22 MAP System Updates Implemented

The following information is being shared to assist colleges in the administration of the Monetary Award Program (MAP).

Effective immediately, the 2021-22 MAP system:

  • reflects the release of all previously-suspended award announcements (application receipt dates from February 1, 2022 forward);
  • reflects previously-submitted late claim results; and,
  • accepts payment requests (claims) for all terms.

Watch for Future Updates

ISAC staff continues to analyze application and claim volume to determine by how much second- and third-term award amounts will be increased, as well as to evaluate the best manner to implement those increases in light of business considerations for the institutions and the agency. Our goal remains to best leverage the full $479.5 million fiscal year 2022 MAP appropriation so as to provide meaningful assistance to the greatest possible number of eligible students, while also providing financial aid administrators as much time as possible to adjust award packages before the end of the academic year. You will be notified via ISAC's usual communication methods (i.e., the MAP Program News page, the FAA Message Board, and this e-Messaging service) as more information regarding 2021-22 MAP becomes available – including details regarding the likely increase of second- and third-term award amounts.

Identifying Student Records – MAP Filter/Report

Colleges will want to identify released student records for a variety of reasons (i.e., file review and repackaging, etc.). The MAP Student List Eligibility: View screen contains filters that allow you to identify those student records.

To identify student records released from suspense, create a list using a date range. For example, you can create a report that identifies students by application receipt date (i.e., the initial FAFSA or Alternative Application receipt date) using the 2021-22 release from suspension dates (February 1, 2022 through the current date) to identify the records in that range.

The filter will also allow the user to create a report of records in suspense status, when applicable.

Further details regarding identifying student records are provided at the Suspension of MAP Award Announcements page (located within the MAP section of the ISAC Gift Assistance Programs area), as well as in the "Student Eligibility" chapter of the MAP User Guide.

Late Claims Released for Payment

All 2021-22 MAP first- and second-term claims that were submitted after each term's priority claim deadline date have been released for payment, with results now appearing in the MAP system.

Submit Third-term* Claims
(Also Submit All First-term and Second-term Claims)

The MAP system is now accepting 2021-22 MAP claims for the third term* and also is accepting all first- and second-term claims.

In order to be considered timely, the following 2021-22 MAP claims must be submitted – via either the MAP system or File Transfer Protocol (FTP) – by the third-term priority claim deadline date (which will be announced once determined).

  • For third term*:
    • initial claims, and
    • increases to previously-submitted claims.
  • For first term and second term:
    • initial claims,
    • increases to previously-submitted claims,
    • claims for awards released from suspense, and
    • late claims.

Specific details regarding the payment process are provided in the MAP Payment area, as well as in the “Payment” chapter of the MAP User Guide.

* "Third term" is defined as the third quarter or – for institutions where the second semester begins after February 15th – the second semester.


2021-22 MAP: Release of Suspense, Late Claims, and Payment

Release of Award Announcements from Suspense

Since the opening of 2021-22 Free Application for Federal Student Aid (FAFSA®) and Alternative Application for Illinois Financial Aid filing, ISAC staff has been monitoring and analyzing MAP application volume and projected claim rates. As a result of that ongoing analysis, an August 27, 2021 initial 2021-22 MAP suspense date was announced, followed by a limited release from suspense status and, then, a February 1, 2022 second suspense date.

With the 2021-22 MAP second-term priority claim deadline of February 25, 2022, having passed, and current data analysis continuing to reflect decreases in both application volume and projected claim rates, ISAC is releasing from suspense status the 2021-22 MAP award announcements for students with initial Central Processing System (CPS) FAFSA receipt dates, or initial ISAC Alternative Application receipt dates, from February 1, 2022 forward. These released records are anticipated to be reflected in the MAP system starting around noon on Monday.

Students who have not yet filed a financial aid application for the current academic year (2021-22) should still be counseled to do so and may still be awarded MAP. ISAC will continue to analyze application and claim data, and will notify colleges if any further action is necessary.

The 2021-22 MAP Applicant Award Announcement Status Chart has been updated to reflect the release of award announcements in suspense status.

Late Claims Being Paid

All 2021-22 MAP first- and second-term claims that had been submitted after each term's priority claim deadline date will be released for payment over the weekend, with results appearing in the MAP system on Monday morning.

ISAC anticipates that, starting Monday morning, the MAP system will begin accepting 2021-22 MAP claims for the third term* and also will continue accepting all first- and second-term claims.

Sent to Financial Aid Directors, Financial Aid Administrators, Public Schools - Participating in the ING Grant and IVG Programs, MAP Users, Business Officers, and FFELP Administrators on March 1, 2022.

Recent temporary changes, including a limited waiver, to the Public Service Loan Forgiveness (PSLF) Program may benefit public sector and non-profit employees. Some of these changes offer benefits available for a limited time, so you don't want to miss out on this info!

Session Description:

Did you know that public service employees may be eligible for Federal Student Loan forgiveness? The PSLF program allows Federal Student Loan borrowers to apply for forgiveness if they are employed full time by a government, 501(c)(3) organization, or public-serving nonprofit, and meet other requirements.

If you want to learn more about PSLF or if you have applied for PSLF and been denied, this is the session for you. In this session, we will discuss the existing PSLF program as well as a new Limited Waiver for PSLF that will allow borrowers to receive credit for payments that previously did not qualify for PSLF. The Limited Waiver ends October 31, 2022, don't miss out!
