Overview

The Community Behavioral Health Care Professional Loan Repayment Program is processed through ISAC’s Gift Assistance Program (GAP) Access portal. Approved community mental health facilities will be notified each academic year when the Community Behavioral Health Care Professional Loan Repayment Program system is available.

Following ISAC's review of the information provided on the application to determine that the applicant has met initial eligibility requirements, eligible applicant records will be available in the Community Behavioral Health Care Professional Loan Repayment Program system for certification by community mental health facilities staff.

Community mental health facilities cannot make a correction to a certification once it has been submitted to ISAC. All certification corrections must be submitted to Community Partner Services by sending an e-mail to isac.communitypartnerservices@illinois.gov.

Access to the GAP Access Portal

The Facility Appointed User authorizes privileges for users at their facility to access data for the Community Behavioral Health Care Professional Loan Repayment Program on the GAP Access portal. The Facility Appointed User is the primary GAP Access Administrator, however, they may select others to act as GAP Access Administrators. GAP Access Administrators are responsible for monitoring passwords, security and staff access to the portal and the Community Behavioral Health Care Professional Loan Repayment Program system. The Facility Appointed User should select the administrators based on the confidential nature of, and the access to, borrower data. Refer to the GAP Access User Guides for general questions, user name and password maintenance, and technical information about accessing programs in GAP Access.

After obtaining a user ID and password from the Facility Appointed User, two-factor authentication is required for both User and Administrator accounts every time a user logs in. All users are required to use two-factor authentication.

If the application needed to implement two-factor authentication has not been installed, users will not be able to log in to the GAP Access portal. Refer to the GAP Access Two-Factor Authentication User Guide found in the GAP Access User Guides section of the GAP Access page or contact Community Partner Services at isac.communitypartnerservices@illinois.gov for assistance.

Certifying Records

Facility employees' employment for the required timeframe is certified via the Community Behavioral Health Care Professional Loan Repayment Program system by:

  • hovering over the "Programs" tab and clicking on "CBLRP";
  • clicking on the “Certification” tab;
  • selecting the appropriate facility name/location;
  • clicking “Go” to view the list of applicants;
  • clicking on a specific record to enter HPSA score*, employment status, start and (if no longer employed) end dates, and qualified behavioral profession; and,
  • clicking “Certify”, then “Close” to exit.

Please note that periods of vacation and leave of absence provided by an employer count as time worked when calculating required employment timeframes.

*Mental health facilities eligible for participation in the program have an assigned Health Professional Shortage Area (HPSA) score between 1 and 25. The U.S. Department of Health and Human Services' "Find Shortage Areas by Address" search tool at https://data.hrsa.gov/tools/shortage-area/by-address can be used to learn a facility's HPSA score. The result (a number score) available through the search tool is the number to be entered into the Certification screen. In rare instances an HPSA score of zero (0) may occur. ISAC's system will accept a zero (0) response in the field.

Hours of Operation

The Community Behavioral Health Care Professional Loan Repayment Program system is available each day between 7 a.m. and 10 p.m. (CT).
