2018-19

Program Funding

The 2019 fiscal year (July 1, 2018-June 30, 2019) appropriation for the Minority Teachers of Illinois (MTI) Scholarship is $1,900,000.

Certification

MTI Initial Certification records for the 2018-19 academic year can be completed online and submitted electronically to ISAC via My Zone beginning April 30, 2018. My Zone is available to enter certification information each Monday through Friday from 7 a.m. until 7 p.m. (CT). Results are available in real-time. No changes were made to the MTI online certification process for the 2018-19 academic year.

An Initial Certification record is created in My Zone when the an MTI Application is complete. All Initial Certifications available in My Zone must be completed regardless of whether the school certifies a student as eligible or ineligible. The only way an applicant will receive one of the Notification letters is if the Initial Certification is submitted via My Zone. Be sure to continue completing and submitting initial certifications throughout the year, in order to ensure that students will be included in all rounds of awarding that take place. The first round of awarding for the 2018-19 MTI Scholarship Program will be announced after the FY19 budget is finalized.

Application

The priority application consideration date for the 2018-19 MTI Scholarship Program was March 1, 2018. The application remains available, however, complete applications received after this date will continue to be considered for the MTI Scholarship Program for as long as funding remains after all timely qualified applicants have been awarded. The date through which 2018-19 applications will be accepted is dependent upon application volume and available funding.

2017-18

Program Funding

The 2018 fiscal year (July 1, 2017-June 30, 2018) appropriation for the Minority Teachers of Illinois (MTI) Scholarship is $1,900,000.

Payment

As announced in a November 9 e-Message TESP payment request rosters for MT) can be completed online and submitted electronically to ISAC via TESP Payment Online at My Zone. Results for payment requests received will be available via TESP Payment Authorization at My Zone after vouchers have been generated and the corresponding Voucher Numbers are entered into the My Zone system by ISAC staff. Colleges are encouraged to check My Zone every Tuesday morning for new payment results.

The payment processing cycle for the 2017-18 academic year is as follows:

  • TESP Payment Online consists of two components: TESP Payment Request Roster and TESP Payment Authorization. TESP Payment Request roster data is currently available at My Zone for the MTI and the Golden Apple Scholarship Programs.
  • Once payment authorization has taken place and vouchers have been mailed to colleges, there may be a delay in vouchers being paid by the State Comptroller's Office. Refer to the State Comptroller's Website page, located within the Processes section of the FAAs area, for information on how to track payment
  • The initial TESP payment roster data was available in My Zone beginning November 8.  
  • Each week, results for payment requests submitted on or before Monday will be available at My Zone the following Tuesday.
  • The history of all payment requests for all the academic year is available to colleges online, minimizing the need to print and retain hard copies of the rosters.
  • The TESP Payment Online system is available each Monday through Friday from 7 a.m. until 7 p.m. (CT).

Award Determination

An additional round of awarding for all qualified 2017-18 MTI applicants (who were not previously awarded), took place on November 15, 2017. TESP Award Notifications have been mailed to eligible students. Eligible award information (including funded and unfunded status) is available to colleges online at My Zone as of November 16, 2017.

Now that MTI awards have been made on multiple dates, the sort functionality, the filter functionality or the pre-defined report that sorts by "Status Date" may be used to help identify students that have recently been found eligible for an award. As a reminder, the "Status Date" matches the date on the student's award letter.

Refer to the TESP Notification page in My Zone to learn about accessing student eligibility data to generate a report or view award announcement results online using the search, filter or sort functions.

Qualification

The TESP Qualification process begins with the completion of an initial certification. Be sure to access the TESP Student Certifications: List at My Zone regularly to learn the qualification status of applicants from your college.

  • If the college certified a student as eligible for an MTI award, the “Complete” column will be checked and a status code of "Q" will display in the Status column on the Student Certifications: List in My Zone. Corrections cannot be made online at My Zone after an eligible record has been qualified. Requests to correct qualified records must be submitted to ISAC.
  • If the college certified a student as ineligible for an MTI award, a Notice of Ineligibility is sent to the applicant. The Complete column will be checked and a status code of "U" will display in the Status column on the Student Certifications: List in My Zone. If a student subsequently meets the eligibility criteria or an incorrect eligibility reason was initially entered, (i.e., not attending at least half-time etc.) the Certification can be corrected online and resubmitted via My Zone.

Application

Complete applications received after the priority consideration application date for any academic year will be considered for the MTI Scholarship Program only if funding remains after all timely complete applicants have been awarded for that year.

2016-17

Enrollment Status Verification

Each year, colleges are required to verify the enrollment statuses for recipients in the programs* with teaching requirements and practice agreements. Verification of enrollment status is required for all recipients who, according to our records, previously received funds from the following ISAC-administered teacher education programs and may have been enrolled at your institution during the 2016-17 academic year.

Beginning November 1, 2017, TESP Enrollment Status Verification must be completed online via the My Zone portal and submitted to ISAC on or before November 30, 2017. Data should be reported based on each student's last date of enrollment in the required teaching program, regardless of whether that date falls within the 2016-17 academic year or the current 2017-18 academic year. If a student remains enrolled in the required teaching program for 2016-17, indicate such with the “In School” status; those students will continue to appear on future online rosters. Colleges must also complete the 2016-17 Tuition Waiver Conversion Form (TWCF) for each SETTW recipients listed on the SETTW Enrollment Status Verification online roster.

Only enrollment status verification rosters and the SETTW TWCF for 2016-17 recipients are available at My Zone (i.e., 2015-16 rosters have been removed). Enrollment status verification data is available to be updated only if the roster has not yet been submitted to ISAC. If enrollment status verification or TWCF data that has already been submitted (for the current or previous academic years) needs to be changed, contact the School Services Department.
