Illinois is preparing to launch Workforce Pell, a new federal expansion of Pell Grants that - beginning July 1, 2026 - will allow eligible students to use financial aid for high‑quality, short‑term workforce training programs. This change will have important implications for employers, colleges, training providers, workforce leaders, advisors, and learners across the state.

Submit 2025-26 Teachers of Illinois Certification Data

The following provides important updates regarding the 2025-26 Teachers of Illinois Scholarship Program.

2025-26 Certification Data Being Accepted

Effective Wednesday, March 25, 2026, colleges may certify eligibility for the 2025-26 Teachers of Illinois Scholarship Program using the Teachers of Illinois system.

Reminders

  • Colleges are encouraged to certify eligibility for Teachers of Illinois applicants on a daily basis throughout the year, to ensure that your students will be included in the awarding process. 
    • Separate notification will not be sent when new records are made available in the Teachers of Illinois system.
    • The schedule for awarding 2025-26 Teachers of Illinois Scholars will be announced once determined.
  • All certification records available in the Teachers of Illinois system must be completed, regardless of whether the college certifies a student as eligible or ineligible and regardless of whether the student is currently enrolled.
    • The only way applicants will receive notification from ISAC regarding their eligibility status is if their colleges have submitted the certification data via the Teachers of Illinois system.
  • The Teachers of Illinois system is available each day from 7:00 a.m. until 10:00 p.m. (CT).

Applications Still Being Accepted

The 2025-26 Teachers of Illinois Scholarship Program application continues to be accepted, even though the February 16, 2026 priority consideration date has passed. Complete applications – including the 2025-26 FAFSA (or Alternative Application, if applicable) – received after this date will continue to be considered for the Teachers of Illinois Scholarship Program for as long as funding remains after all timely complete applicants have been awarded.

2025-26 Payment Updates and Reminders

As of Monday, March 23, 2026, the ISAC Gift Assistance Programs (GAP) Access portal is available for submission of third-term payment requests (claims). Colleges are encouraged to submit 2025-26 claims as soon as possible.

Third-Term Claims Now Being Accepted; Due May 8

ISAC is accepting 2025-26 MAP third-term claims.

The 2025-26 MAP claim deadline for the third term is Friday, May 8, 2026.

Second-Term Claims Due March 27

As originally announced in January, the 2025-26 MAP claim deadline for the second term is Friday, March 27, 2026. Initial claims and upward adjustment amounts submitted for the second term after the March 27th deadline date will be held as late, to be considered for payment later in the year.

ECACE

  • ISAC is accepting 2025-26 ECACE Scholarship claims for the second and third term.
    • The second-term ECACE priority claim deadline date is Monday, March 30, 2026
    • The third-term ECACE priority claim deadline date is Monday, May 8, 2026
    • Even though the priority claim deadline of December 31, 2025 has passed for the first (fall) term, ISAC is continuing to accept and pay ECACE first-term claims through May 8, 2026.

As reminder, ECACE scholarship funds are awarded to students at the start of the academic year. The program’s flexibility allows students to use funds throughout the year; however, ISAC may release funds from students who have not enrolled or will not use their full award in order to reallocate those funds to other eligible students. This provides an opportunity for additional students to receive an ECACE scholarship.

To help maximize available funding for students:

  • All schools are asked to submit second-term ECACE claims by the March 30 deadline. If you are aware that a student is not enrolled or will not use their funds, please prioritize submitting claims for those students.
  • ISAC will begin releasing funds from students who will not use their awards around the first week of April.
  • Released funds will be re-awarded to eligible students who were not initially funded due to limited program resources.

Additionally, ISAC plans to conduct another release and re-award of funds in late April, closer to the third-term claim deadline.

Thank you for your partnership. Timely claim submission is critical to ensuring we can redistribute unused funds and serve as many students as possible.

Second and third-term payment is now open.

  • ISAC is accepting 2025-26 PFC claims for the second and third term.

    • Even though the priority claim deadline of January 23, 2026 has passed for the first (fall) term, ISAC is continuing to accept and pay PFC first-term claims through May 8, 2026.

NES

  • ISAC is accepting 2025-26 NES claims for the second and third term.
    • The second-term NES priority claim deadline date is Monday, March 30, 2026

Reminders for Submitting Claims

  • Colleges are always encouraged to submit claims as soon as they are able to do so.
    • Regularly check the "Payment List" for each program's system (within the GAP Access portal) to identify newly-added records that are available for payment.
    • The timely submission of claims and cancellations/adjustments allows ISAC staff to monitor remaining funds and award other students, as applicable.
  • By submitting a claim for an ISAC-administered gift assistance program, the institution is confirming that the student is enrolled and continues to meet all eligibility requirements for the program.
    • If not submitting a claim, the institution reports the reason for the student's ineligibility.
  • Submitting claims is a two-step process, which involves generating the request and then submitting the request.
  • Payment results are available via the program's electronic system in GAP Access on a daily basis.
    • Colleges are encouraged to always review the Payment Results/Exceptions report, which is available the day after claims are processed.
  • The disbursement of funds is processed by the State Comptroller's Office.
  • Because Payment Offset and Reconciliation procedures apply to each of the programs referenced above, refund checks should not be sent for cancellations/adjustments made throughout the award year.
    • Funds should only be returned to ISAC after a final reconciliation has been completed at the end of the regular school year.

We invite school counselors, college and career staff, financial aid administrators, community-based organizations, and other college-access professionals to submit a session proposal to present at the sixth annual FAFSA Symposium!

2026-27 NES Application Due April 30
Sent to Financial Aid Directors, Financial Aid Administrators, and NES Schools on March 2, 2026.

The application for the 2026-27 Nursing Education Scholarship (NES) is now available.

Program Highlights

This program provides assistance to individuals who are pursuing a certificate in practical nursing, an associate degree in nursing, a hospital-based diploma in nursing, a bachelor's or graduate degree in nursing, or a graduate degree in nursing to become a nurse educator and who demonstrate the greatest financial need among qualified students.

  • NES awards pay a portion of tuition and fee charges, plus – for full-time students only – a living allowance.
  • The scholarship pays for coursework within the nursing curriculum, but does not pay for pre-requisite coursework.
  • The number of years for which NES funding may be received is based on the certificate, diploma, or degree being pursued.
  • Scholarship recipients must begin full- or part-time employment as a licensed practical or registered nurse or nurse educator in Illinois within six months of graduating, and remain employed for a period equivalent to the educational time supported by the scholarship.
    • If this commitment is not fulfilled, the scholarship converts to a loan, which must be repaid with interest.

Dates and Deadlines

The application process must be completed each year an applicant wishes to receive funding, regardless of whether the applicant has received a previous award (renewal).

To be considered for funds during the 2026-27 academic year, the complete NES Application/Work Agreement/Promissory Note – along with the Free Application for Federal Student Aid (FAFSA®) – must be submitted as outlined below.

  • The 2026-27 NES Application/Work Agreement/Promissory Note must be submitted on or before Thursday, April 30, 2026 (no applications will be accepted after this date).
  • When the NES Application/Work Agreement/Promissory Note is submitted on or before April 30:
    • Applicants have until Sunday, May 31, 2026 to submit the FAFSA.
    • Because it is the most secure means of completing this portion of the application process, applicants are strongly encouraged to provide their signatures electronically when they first complete and submit their 2026-27 NES Application/Work Agreement/Promissory Note.
      • If a signature is not provided at the time the NES Application/Work Agreement/Promissory Note is submitted, applicants will have until Sunday, May 31, 2026 to print, sign and submit this document to ISAC via the "NES Print & Sign your Application" option (located on the Program Applications & Status Checks page of the ISAC Student Portal).

What's Next?

Colleges utilize the NES system to administer NES awards, and will be notified as certification functionality becomes available, awarding takes place, and payment processing begins later this year.
