2025-26 Golden Apple Updates
Sent to Financial Aid Directors, Financial Aid Administrators, and Business Officers on September 29, 2025.

Effective today, Golden Apple Scholars of Illinois Program eligibility data is available and first-term payment requests (i.e., claims) are being accepted for the 2025-26 academic year.

Student Records Available to View

View a listing of your institution's potential 2025-26 Golden Apple Scholars, as reported by the Golden Apple Foundation, via the "Student List Eligibility: View" screen within the Golden Apple system.

Reminders

  • Student eligibility is certified by the Golden Apple Foundation, rather than by the college.
  • Once a student has been certified as eligible by the Golden Apple Foundation, their award will immediately appear on the "Student List Eligibility: View" screen within the Golden Apple system.
  • To assist as you administer the Golden Apple Scholars of Illinois Program, "Eligible Indicators" are available in the system.
  • Each recipient's maximum annual award amount is based on the number of years that they have been a Golden Apple Scholar, rather than their academic level in college.
    • The "Year in Program" column of the "Student List Eligibility: View" screen represents the number of years that a student has been a Golden Apple Scholar. For example, records for Scholars receiving their first award this year will have a value of "1" in the "Year in Program" field.
      • The Golden Apple Foundation provides the following values for the "Year in Program" field:

        1 = 1st year as a Golden Apple Scholar
        2 = 2nd year as a Golden Apple Scholar
        3 = 3rd year as a Golden Apple Scholar
        4 = 4th year as a Golden Apple Scholar
        5 = 5th year as a Golden Apple Scholar

    • Provide each Scholar's academic level (e.g., Freshman, Sophomore, Junior, or Senior), via the "Academic Level" field on the "Payment Requests" screen, as part of the claims process.
  • Potential Golden Apple Scholars cannot receive benefits from more than one ISAC teacher program in the same academic year, including the Illinois Special Education Teacher Tuition Waiver (SETTW) and Minority Teachers of Illinois (MTI) Scholarship programs.
    • GAP Access provides information on a student's awarding status for other ISAC programs.
  • All users need a valid GAP Access ID and password to access the Golden Apple system.
    • ISAC relies on a designated Primary Administrator (usually, the financial aid director) at each institution to authorize users and provide them with the appropriate level of access for each ISAC program, including Golden Apple.
    • Further details may be found in the GAP Access User Guides, and questions may be directed to Partner Services at [email protected].

First-Term Claims Being Accepted

Initial payment request records are now available via the Golden Apple system, allowing colleges to submit 2025-26 Golden Apple first-term claims.

In order to be considered timely, first-term claims for the 2025-26 Golden Apple Scholars of Illinois Program must be submitted on or before Wednesday, December 31, 2025. You are encouraged to submit claims as soon as you are able to do so.

Reminders

  • By submitting a Golden Apple payment request, you are certifying that the Scholar is enrolled and continues to meet all eligibility requirements.
    • If not submitting a payment request, you must report the reason for the student's ineligibility.
  • Providing each Scholar's academic level (e.g., Freshman, Sophomore, Junior, or Senior) via the "Academic Level" field.
    • Each Golden Apple recipient's maximum annual award amount is based on the number of years that they have been a Golden Apple Scholar (i.e., "Year in Program"), not their academic level in college.
    • As stated above, verification of the "Year in Program" value is part of the initial certification process completed by the Golden Apple Foundation.
  • Submitting Golden Apple payment requests is a two-step process, which involves generating the request (either individually or in a batch) and then submitting the request.
  • Payment functionality is available each day between 7:00 a.m. and 10:00 p.m. (CT).
    • Claims submitted by 7:00 p.m. (CT) will be included in that night's processing, with payment results available the next business day.
    • Results for claims submitted after 7:00 p.m. (CT) will be included in the following night's processing.
  • Results for claims received are provided via the Golden Apple system.
    • The Payment Result Summary and Invoice Detail Report can be viewed or printed by selecting the Report tab in the Golden Apple system the day after a payment request has been processed.
      • The report includes Payment Results, Payment Exceptions and Invoice Detail about the payment claim.
      • Be sure to review the report to see which requests, if any, did not process as expected.
  • The disbursement of funds is processed by the State of Illinois Comptroller's Office.
  • Because Payment Offset and Reconciliation procedures apply to the Golden Apple Scholars of Illinois Program, refund checks should not be sent for cancellations/adjustments made throughout the award year.
    • Funds should only be returned to ISAC after a final reconciliation has been completed at the end of the regular school year.

2025-26 NES Payment Requests Being Accepted
Sent to Financial Aid Directors, Financial Aid Administrators, Business Officers, and NES Schools on September 25, 2025.

ISAC is accepting fall-term payment requests (claims) for the 2025-26 Nursing Education Scholarship (NES) Program.

Submit Payment Requests

The 2025-26 NES payment processing cycle has begun, and colleges may submit claims for the fall term via the NES system.

The first payment run of the 2025-26 academic year will take place tonight, and payment will continue to run on a nightly basis every weekday.

  • Payment records that have been saved display a "U" status.
  • Payment records that have been submitted display an "S" status.
  • Only "S" status records will receive payment results.
  • A Payment Results Summary and Invoice Detail Report can be viewed or printed by selecting the Report tab in the NES system the day after a payment request has been processed. The report includes payment requests, payment exceptions and invoice detail.
  • The Payment Results/Exceptions report should be reviewed the day after submitting payment requests to see if any requests did not process as expected.

Schools are urged to submit payment requests as soon as possible. The fall-term NES priority claim deadline is December 31, 2025.

2025-26 ECACE Payment Requests Being Accepted
Sent to Financial Aid Directors, Financial Aid Administrators, Business Officers, and ECACE Administrators on September 25, 2025.

ISAC is accepting fall-term payment requests (claims) for the 2025-26 Early Childhood Access Consortium for Equity (ECACE) Scholarship Program.

Submit Payment Requests

Effective immediately, colleges may submit 2025-26 ECACE Scholarship fall (Term 1 for semester and quarter schools) claims for students who have been awarded a scholarship. In order to be considered timely, first-term claims for the 2025-26 ECACE Scholarship Program must be submitted on or before the priority claim deadline. The fall-term claim deadline date is December 31, 2025. The timely submission of claims and cancellations/adjustments allows ISAC staff to monitor remaining funds and award other students, as applicable.

Processing Reminders

  • Within the ECACE system, submit claims for individual certified ECACE Scholarship recipients via the "Student Detail: Payment" screen or in batches for a group of certified students via the "Payment Request Entry" screen.
  • The maximum award amount that may be claimed during the academic year is populated in the "Max Annual Award Amount" field of the ECACE system.
    • Due to limited funding, the 2025-26 ECACE Scholarship maximum annual award is the lesser of $7,500 or the cost of attendance after other aid is considered.
  • There are no term award limits for this program – colleges must determine the term award amount(s) based on other financial aid the student is receiving, keeping in mind that the ECACE Scholarship is last payer, and can be used for any cost of attendance component.
  • While the scholarship is an annual award, schools are also asked to indicate if a student is not eligible for payment on a per-term basis.
  • If a student fails to meet any of the eligibility requirements during the academic year, all undisbursed funds will be deobligated and awarded to the next eligible student
  • Submitting claims is a two-step process, which involves generating the request and then submitting the request.
  • By submitting a payment request to ISAC, a college is confirming that the student is enrolled and continues to meet all eligibility criteria.
  • Payment results are available in the ECACE system each morning (for example: results for claims submitted through the end of the day on Thursday, September 25th will be available in the ECACE system the morning of Friday, September 26th).
  • A Payment Result Summary and Invoice Detail Report can be viewed or printed by selecting the Report tab in the ECACE system the day after a payment request has been processed.
    • The report includes Payment Results, Payment Exceptions and Invoice Detail about the payment claim.
    • Be sure to review the report to see which requests, if any, did not process as expected.
  • The disbursement of funds is processed by the State Comptroller's Office.
    • Allow four to six weeks for payment processing (i.e., from the date a claim is submitted until funds are received
    • Refer to the State Comptroller's Website page for information on how to track payment.

2026-27 MAP Start-up Formula Approved
Sent to Financial Aid Directors, Financial Aid Administrators, MAP Users, and Business Officers on September 19, 2025.

The following actions were taken at the September 18, 2025 meeting of the Illinois Student Assistance Commission. You can find a listing of all agenda items in the September 18, 2025 agenda book, located in the ISAC's Governing Board: The Commission section of ISAC's website (isac.org).

FY27 (2026-27 Academic Year) MAP Start-up Formula Approved – Agenda Item 4

Because the fiscal year 2027 (FY27) state budget process has not started yet, staff assumed that the Monetary Award Program (MAP) will receive the same amount as the FY26 appropriation of $721.6 million. The Commission approved using the following FY26 recompute formula elements in the start-up formula for 2026-27 MAP grants:

  • 2021-22 reported tuition and fees;
  • the 2021-22 Pell Grant Payment Schedule;
  • a $5,200 living allowance; and,
  • an $8,400 maximum award (with an effective maximum of $8,064 after the 4% reduction).

Information about implementation of the FY27 MAP start-up formula will be communicated in a future message.

Encourage Students to Submit 2026-27 FAFSA® or Alternative Application

Encourage students to submit the 2026-27 Free Application for Federal Student Aid (FAFSA®) or the Alternative Application for Illinois Financial Aid (Alternative Application) as soon as the applications become available to all students (expected on October 1, 2025). ISAC staff monitors application volume throughout the year to ensure that MAP awarding fits the available funding.

Executive Briefing Conference Call – Friday, September 19

An executive briefing conference call for institutional financial aid staff is scheduled for Friday, September 19, 2025 from 11:00 a.m. to noon (CT). Executive Director Eric Zarnikow and ISAC staff will provide information about activity that took place at the Commission meeting and other ISAC updates.

2025-26 Nursing Education Scholarships (NES) have been announced.

All renewal applicants who have been certified as eligible by their college received priority consideration for awarding, followed by eligible new applicants.

Notifications will soon be mailed to award recipients by ISAC.

2026-27 ACADEMIC YEAR

One Click College Admit Opt-in Now Available for Students

One Click College Admit – an initiative of the State of Illinois – is the state's free, quick, and stress-free direct admissions program into most state public universities and all community colleges.

Participating students pay no application fees and do not need to submit essays or letters of recommendation for general admission to these state universities or their local community college – the only requirement to be considered for admission to most of the state's universities is meeting the university's minimum grade point average (GPA).

Interested students can visit One Click College Admit (https://oneclickadmit.org/) for more information and to opt in to participate. Please note, students who are under 18 years of age must have their parent or guardian complete and sign the consent and release form.

By October 1: Anticipated 2026-27 FAFSA® Availability

The U.S. Department of Education (ED) shared the anticipated schedule for the launch of the 2026-27 Free Application for Federal Student Aid (FAFSA®) in a June 23, 2025 electronic announcement.

  • Beta 1: Starting on August 4, 2025, the 2026-27 FAFSA form became available for testing with a limited group of school districts, community-based organizations, and institutions of higher education through in-person and virtual events.
  • Beta 2: With the conclusion of Beta 1, any student or parent may ask to participate in beta testing via the Federal Student Aid website (studentaid.gov). ED will admit groups of users throughout the month.
  • The application is expected to be available to all students on or before October 1, 2025.
  • While colleges may receive a small number of Institutional Student Information Records (ISIRs) via the Federal Tax Information – Student Aid Internet Gateway (FTI–SAIG) in August, there is no need to do anything with these ISIRs before the regular award year begins.

ISAC's 2026-27 FAFSA Completion area will be updated as details are released regarding the 2026-27 federal process for requesting financial aid.

Students and families seeking information can be directed to the Financial Aid: Completing the FAFSA area of ISAC's website – which will also be updated as information becomes available – and studentaid.gov.

FAFSA results are used to determine eligibility for the Monetary Award Program (MAP) grant, as well as several other forms of federal, state and institutional financial assistance.

ISAC anticipates availability of the 2026-27 Alternative Application for Illinois Financial Aid (Alternative Application) to coincide with when the 2026-27 FAFSA becomes available to all students (by October 1, 2025).

2025-26 ACADEMIC YEAR

Submit MAP First-Term Claims

Colleges should submit 2025-26 MAP first-term payment requests (claims) as soon as they are able to do so. The first-term claim deadline will be announced once determined. Further details are provided in an August 21 e-Message about 2025-26 MAP payment.

September 30: Summer-Term Deadline to Report Benefit Usage Data for IVG

ISAC is accepting summer-term benefit usage data for the 2025-26 Illinois Veteran Grant (IVG) Program.

IVG data for the summer term is due on or before Tuesday, September 30, 2025.

IVG benefit usage data is submitted to ISAC by colleges via the benefit usage functionality within the IVG system, allowing colleges to report enrollment hours and dollar amounts for initial benefit usage by students, as well as adjustments to previously-submitted data. Even though ISAC may not be able to fully reimburse institutions for 2025-26 IVG awards, reporting of benefits used must still take place so that usage can be accurately reflected on students' accounts.

October 31: Post-Master of Social Work School Social Work Professional Educator License Scholarship Program Application Priority Consideration Date

The application for the 2025-26 Post-Master of Social Work School Social Work Professional Educator License Scholarship Program is available to complete and submit online via the Program Applications & Status Checks area of the ISAC Student Portal. The priority application consideration date for the 2025-26 academic year is October 31, 2025. Complete applications submitted after that date will be considered only if available funding remains after all timely complete applicants have been awarded.

December 31: Fall-Term Deadline to Report Benefit Usage Data for IVG and ING Grant

ISAC is accepting fall-term benefit usage data for the 2025-26 IVG and Illinois National Guard (ING) Grant programs.

Deadline dates are as follows:

  • IVG data for the fall term is due on or before Wednesday, December 31, 2025.
  • ING Grant data for the fall term is due on or before Wednesday, December 31, 2025.

Now Available: Displaced Energy Worker Dependent Transition Scholarship Application

The application for the 2025-26 Displaced Energy Worker Dependent Transition Scholarship Program is available to complete and submit online via the Program Applications & Status Checks area of the ISAC Student Portal. Students may use the 2025-26 application to apply for the fall 2025, spring 2026, and summer 2026 terms. The application priority consideration date for full-year and fall-only awards is October 1, 2025.

Now Available: Grant Programs for Dependents of Police/Fire/Correctional Officers Application

The application for the 2025-26 Grant Programs for Dependents of Police, Fire, and Correctional Officers is available to complete and submit online via the Program Applications & Status Checks area of the ISAC Student Portal. Students may use the 2025-26 application to apply for the fall 2025, spring 2026, and summer 2026 terms. The application priority consideration date for full-year and fall-only awards is October 1, 2025.

Reminder: Starting with the 2025-26 academic year, colleges administer awards for the Grant Programs for Dependents of Police, Fire, and Correctional Officers via ISAC's Gift Assistance Programs (GAP) Access portal. Further details will be provided throughout the year.

Now Available: ING Grant Application and Eligibility Data

The application for the 2025-26 ING Grant Program is available to complete and submit online via the Program Applications & Status Checks area of the ISAC Student Portal.

2025-26 ING Grant eligibility data is available for colleges to access via the ING Grant system. Specific details regarding the ING Grant system, including important reminders and guidelines, are provided at the ING Grant Electronic Processing page.

ECACE Awarding

2025-26 Early Childhood Access Consortium for Equity (ECACE) Scholarships have been awarded, based on certification records that were completed by colleges prior to August 28, 2025. New and renewal applicants were awarded, and notifications hae been sent to students.

Access 2025-26 eligible award information, including funded or unfunded status, using the ECACE system. View award results on the "Student List Eligibility: View" screen.

2025-26 FAFSA and Alternative Application Remain Available

Although ISAC has suspended the announcement of 2025-26 MAP grants (for all students whose initial 2025-26 FAFSA is received and processed by the federal processor, or whose initial Alternative Application is received and processed by ISAC, after June 5, 2025), these 2025-26 applications remain available online. Please inform your students that their 2025-26 application should be completed and submitted as soon as possible if they will be attending college between July 1, 2025 and June 30, 2026. FAFSA results are used to determine eligibility for other forms of federal, state and institutional financial assistance. The suspension of 2025-26 MAP award announcements does not impact any other financial aid programs.

2024-25 ACADEMIC YEAR

September 30: Outstanding Amounts Due

Notifications detailing the outstanding amount that must be refunded to ISAC for the 2024-25 programs listed below were emailed to financial aid directors in early August. Review the information in the notification and return the appropriate amount – along with a completed Gift Assistance Programs Refund Check Form and, if applicable, Gift Assistance Programs Refund Check Explanation Form (Excel spreadsheet) – no later than September 30, 2025.

Details about returning funds to ISAC and the payment offset and reconciliation process are provided in the Refunds and Unpaid Claims section of the Processes area.

September 18: Next Commission Meeting

The next meeting of the Illinois Student Assistance Commission is scheduled to take place at 1:00 p.m. (CT) on Thursday, September 18, 2025. First Generation Scholars Network

Encourage your incoming students who will be the first in their family to earn a college degree to join the First Generation Scholars Network to get support and resources from ISAC, their peers, and colleges across the state. Students heading to their first year of college this fall will find events and programs that provide tools, resources, mentoring, and connections that can help make the transition easier.

Holiday Schedules

ISAC staff will be unavailable for these holidays:

  • Monday, October 13 – Columbus Day
  • Tuesday, November 11 – Veterans Day
  • Thursday, November 27 – Thanksgiving Day
  • Friday, November 28 – Day after Thanksgiving
  • Thursday, December 25 – Christmas
  • Thursday, January 1 – New Year's Day

Staff will again be available the first business day immediately following each holiday.

Processing Schedules

Although ISAC staff will be unavailable on the days listed above, all systems for ISAC-administered programs within the GAP Access portal will be available during regularly scheduled hours. For MAP and other programs administered through components of the GAP Access portal, results for payment requests (i.e., claims) submitted from 5:00 p.m. (CT) the business day prior to the holiday through 5:00 p.m. (CT) the business day following the holiday will be available via the appropriate program's system on the morning of the second business day after the holiday.
